I want to get a graphics card that's well-rounded for gaming, light video editing and VR if I ever get into it.

I have found a $150 GTX 1660 Super and a $130 Strix Rx 580 8gb. Which is a better deal?

The 1660 super is a great deal

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 11 and Fedora Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

How many watts do I need?

A $150 Dollar 1660 super is a great deal. I have a PNY one in a kids computer and have had no issues at all with it.
