Lost iPhone in another country, offline (not connected to internet)

Hi, A relative of mine lost their iPhone in another country and had to travel without it, trying to find it on find my phone it shows as offline and reads "sound and lost mode pending, actions will take place when connected to the internet". I told them that that’s pretty much the end of it and there’s no way that I can think of around this, does anyone have any ideas of possible solutions? 
 

p.s it could be misplaced or stolen.

Best case is to iCloud lock it. That makes it useless to a thief. Secondly report it lost/ stolen to your provider.
