PC Boot Problems

A) you're missing a CPU cooler and for some reason half the mounting for it

B) GPU should be in the top PCIe slot

 

Clear CMOS by removing the battery for a minute while the system is powered off and unplugged, then put the battery back in.

Unplug anything that isn't necessary for a POST and install a CPU cooler. Try booting with just the motherboard, CPU, memory, and PSU (No GPU, HDDs, etc)
