Ok, so none of the topics about fan problems that i looked at for the past 3 days helped. 
The card in question is Gigabyte 2060 6gb OC, and the problem is that the fans of the graphics card are loud (i would assume somewhere near their 100% speed) since the moment i start up the pc. 
The card ignores any fan curves or other fan settings in msi afterburner and similar programs, and as i noticed in gigabyte extreme gaming the fan speed reads 0 rpm.
I would assume its probably some loose wire or broken thingy thats supposed to mesure fan speed and as a precaution the fans ramp up to full speed, at least thats my guess.
Games run fine and there are no problems with display its just anoying loud. 
I do not have warranty on this card so i am unable to ask seller for help, im left with my own two hands and tools, what im looking for is help with the dissassembly and possible ideas what to look for or what to change physically with the hardware.

so you said it was 2060 6gb oc. start by removing the screws on the backplate, then the main pcb. once you remove all screws, you will find that the cooler will pop off but it will still be connected to the main pcb with a small connector, and look at this connector and chips near it for fan control. also please send pictures of the card when disassembled.

Long story short i worked at a place that among other things built gaming pcs on the cheap and when we stopped buidling those it was a gift from my Boss as he could not return it for one reason or another and other than the fact its loud its a perfectly good card, i do find the noise anoying tho.
