Need recommendations on a new CPU

So at the moment I have:

Xeon e3 1231-v3 

ASUS B85M-G PLUS/USB 3.1

16gb ram (8gb of it are from my brothers old pc - might be kinda dodgy)

Sapphire R9 390 8gb

Samsung SSD and a HDD

 

I ordered some compressed air and thermal paste to clean up the cpu but I think now it might be better to just upgrade as my fps in games is quite bad.

My friend had the same cpu and went to a Ryzen 5 3600 and claims its much better. Also, the xeon seems to be running a bit hot when gaming - around 70-75.

 

So my questions is what CPU should I go for? I mainly game on my pc but I also need something that can handle the likes of solidworks for college.

I have been out of the loop with pc parts for a while but I have heard good things about the new amd cpus. I don't really want to spend more than €350 on the cpu (not inc. mb) if I can avoid it. 

Also, should I wait for the zen 3? I heard that it was meant to drop in October but I really couldn't wait any longer than that and I'm not sure if it'll change much.

I forgot to add that last night I did a x264 stress test on the cpu and when I came back to the pc at about 50% through loop 4 it was artifacting like crazy and the temp was at 95 C

This was the results from it:

Loop 1: 
encoded 2121 frames, 2.93 fps, 35913.33 kb/s
Loop 2: 
encoded 2121 frames, 2.93 fps, 35913.33 kb/s
Loop 3: 
encoded 2121 frames, 2.92 fps, 35913.33 kb/s
Loop 4: 
encoded 2121 frames, 2.90 fps, 35913.33 kb/s

If I was to buy a new cpu now, what would you recommend?

You can try replacing the thermal paste and re seating the cooler and cleaning the build. 

but over all, if temps under your normal load are fine, i wouldn't worry about the stress test results.
