Internet Connection Problems

Every time I unlock my PC I have to wait 5-10 minutes for it to connect to the internet. It gets pretty annoying. Any ideas? (I'm running a software called Covenant eyes if that is necessary information)

OS - Windows 10
x64 bit
Yes it was preinstalled but I reinstalled a few years ago

since this program deals with filtering internet sites, i would remove it first to see if the issue goes away.

I also have the program on my iPhone and I was having similar issues. Once I disabled it all issues went away. Thanks!
