Decent ram, cpu and mobo will eat that budget. 

 

I'd look into a AMD Ryzen 5 3600/X, 16gb of ram, and a good board

I personally would not consider the 9600k to be a worthy upgrade from the 4690K considering the relative performance, the cost of the full platform upgrade, and the fact that Z390 is a dead platform.
