Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 

I need a monitor, keyboard and a mouse as I am going to switch to a desktop from a $***** Laptop
 

 

Please suggest a parts list, which includes peripherals

 

PS : I can't wait for zen 3 or RDNA 2, as I believe even after their launch, it would take 5-6 months at least for those to be available in my region.

Can't realy help you with the PC, don't feel comfortable making a parts list at that price range including peripherals.
However for peripherals, these are what im going to be using on a budget:

Corsair K55 RGB QWERTY Keyboard


AOC C24G1 Monitor

 

Mouse can be anything tbf. I make do with a €10 wireless.

This isn't the best list by far. 

But if you can find ANY of the parts second hand, then it will help your budget. 

this gave you some room for upgrades, but it should last at least. I personally would have liked more RAM and faster. 

And the case isn't the best, but it comes with 4 fans, so that should help keep things cool.
