PC won't boot

3700x

16x2 gb of gskill3200

750w supernova g2 psu

 

So I woke up today and went to my office and my pc chipset fan was howling like a tornado so I reset my pc and it would not boot. Error code 90 dxe_bds_started was as far as it got.

After trouble shooting it for the last 3 hours or so I have it stripped down to only 1 stick of memory (tried both sticks 1 at a time) and no drives whatsoever, Gpu etc.

I also tried replacing the cmos battery to no avail and am currently letting it sit w/o a cmos battery for an hour.

There is however a slightly oily mostly odorless liquid on the thermal pad that contacts the chipset heatsink/fan. Other people I've had try to help me say it's more than likely silicon oil and would be harmless but I can't think of anything else to do at this point but to Rma but that'll have to wait till Monday unfortunately. If anyone has any advice I'd appreciate it.

Checked the power supply with the tool provided by evga. It's fine.

Bios flashbacked to newest Bios also did nothing.
