So long story short. Motherboard and RAM  will only post with one stick in. Swapped the sticks so they’re fine. 
 

with one stick

slot one worked (but moaned at me for using slot 1 as it’s not optimal)

slot 2 worked 

slot 3 and 4 did not. 
 

does this look like defective slots on motherboard?

Either that, a bad CPU mount, or a bad Integrated Memory Controller on the CPU.

 

Start with re-seating the CPU. Make sure it is clean.

 

Then you can look into RMAing the Motherboard.

Any bent pins on the motherboard?
