Games, programs or workloads that it will be used for: Compiling code, IntelliJ, would like it to be able to handle gaming as well (planning on experimenting with Oculus Link on my Quest). Also maybe TF2 or something? Who knows.

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 2 or even 3 good monitors is a must (4k is unnecessary though). This is my first build so I'm upgrading from my laptop (Dell Inspiron 7559). Another issue is I'd like the machine to dual-boot Linux and Windows (if Linux ran every game I wouldn't bother with Windows. Proton is good, but not perfect). The motherboards I've looked at all say that Windows is the "supported OS." What are my chances that Linux will run fine too?

I personally like air cooling more, so I would suggest a noctua nh-d15, but you do you. The processor is overkill for what you were looking at. I would suggest a 3700x. You might be able to squeeze a 3080 in there as well. Try and get different case, I like the Lian Li LanCool 2 mesh, some fans. I would go for a seasonic focus gold 750w as well
