No Post: 64k Base Memory Error

I'm getting no post to screen. Monitor detects signal but black screen. System powers, LEDs light, CPU fan started, system fans started.
System speaker gives 3 beeps for "64k base memory error".
I've tested the Corsair RAM on second build and it works fine. Tested HyperX Fury DDR4 3200Mhz 2x8GB on the machine and same error appears.
Have reseated all components including CPU. Double checked all motherboard standoff screws are securely screwed and have tried loosening the CPU Cooler in case of motherboard flex.
Have been through everything on the Stickied README on No Post and through the same list on Tom's Hardware.
Looking for a guiding light and saviour.

What GPU are you using? If you're using the motherboard's HDMI port it won't post because the 3600 doesn't have integrated graphics and will usually give a video memory error which is one long and two short beeps.
