Other system specs? 3080 has a max TDP of 320W, but if you've got a less power-hungry CPU, you'll probably be fine.

3080 has 2x8pin connectors so up to 375 watts, it will probably work fine even with a 125watt CPU not overclocked.

However 750watts is recommended and really would be better for the potential power draw if your system went max load on all components for some reason.

I have only a Ryzen 5 3600, 16gb ram, also will this be a bottleneck?

without seeing a proper review it's hard to say. 1440p is less cpu bound so there shouldn't be noticeable bottlenecking. Even looking at 1080p this card will overdrive high framerate monitors on any CPU. 

 

600watts would be fine for that build. 3600 tops out at 140 watts, adding the 3080 would still only top out around 500watts so you'll be well within spec

The maximum possible power draw on the connectors isn't really a good metric of TDP. The manufacturer's estimation (which they have tested rigorously) is going to be more accurate.

Should be fine. System power draw, aside from CPU+GPU, is typically minimal, and the 3600 isn't a super power-hungry chip.

it's an overestimate based on the theoretical maximum power the card could draw on bursty loads or when ramping up. TDP is the thermal dissipation which the gpu chip alone will have not adding fans, ram, rgb etc also at stock specs and not overclocked or boosting above the stock clock speed.
