I have a Gigabyte 1660 Super 2 fan model and usually after I play a game or my GPU temp goes up and starts cooling down my fan starts making this noise. I believe it may be a vibration that happens when my fan RPM is low or slowing down.  When I pull the cooler down a little noise stop but I can feel a lot of vibrations coming from the card. I can mostly hear it at it’s peak when the fan is at 25% speed.  I can solve the issue when I set the fan curve to a minimum of 40% but that is too loud for me when I’m at idle.

it sounds like the fan is rubbing on the fins or the casing. Could be a bad ball bearing which has worn out over time and now it's finally jamming in its housing at low RPMs. 

if you can take the card out and slowly spin the fan with your finger feeling for roughness as it spins. the fan should free spin and not slow down quickly if you flick it. roughness or a quick slowdown both mean bad bearing unless you see it rubbing on an obvious spot. 

 

there should be a little movement in and out if you squeeze the fan into the card on its center part (the fan hub) if there's lots of movement the fan blades have disconnected from the motor shaft and are wobbling around when it slows down and you might be able to press the fan back onto the shaft (they are normally press fit anyway)

I got this card about 2 weeks ago and the issue wasn’t present when I first got the card. The fan seems smooth when I took it out and spun it.

if the fan free spins outside the case upright it is probably rubbing on something can you remove the fans from the card or if it's under warranty I would RMA it for a new one.
