Yeah they do that because some people have 5€ 750 Watt PSU's that will explode if they acctually need to deliver 750 Watts. I would say either the Sapphire AMD/ATI Radeon R9 290 TRI-X OC 4 GB DDR5   or the MSI NVIDIA N780 TF 3GD5/OC 3 GB GDDR5  depending on which one is cheaper.

The reference one yes. The non-reference one with the Tri-X cooler runs rather cool.
