the trigger point can be as high as 60C on some cards, run it hotter and see if it does spin.

SuperPi (v1.5 from Techpowerup, PI value output) 16K: 0.100s 1M: 8.255s 32M: 7m 45.93s

Most modern fans ship with a default fan curve that prefers silence. 
 

If you download a software called MSI Afterburner, then clicks the ‘Settings’ icon, and navigate to the Fan Monitoring tab, you should see the fan curve that is used on the card. The fans will probably start around ~50c.
