3080 overclocking

When there is inevitably a GPU overclocking competition for the 3080 would I need to use a decent CPU and RAM or could I just use a Ryzen 3200g and 8gb of 2666mhz to get the most performance possible out of my GPU.

Also is something like what Linus used when he overclocked the 2080ti still likely to be a good option to cool a 3080.

 

(I am aware knowledge is limited of the 3080 as the card is not out yet and the official NVIDIA launch was only today)
