Obligatory, "it depends on what you intend to do with the CPU." There are actually some nice deals to be found with Cascade Lake-X if you want HEDT features especially when compared to the newest generation of Threadripper. But if you don't want HEDT features or more than ten cores, then Comet Lake-S would generally be better.

 

Cascade Lake-X:

  • Quad-channel memory (up to 94GB/s)
  • Up to 256GB DDR4-2933
  • AVX-512
  • 48 PCIe lanes
  • Intel Deep Learning Boost

Comet Lake-S:

  • Higher clock speeds
  • Cheaper CPU options
  • Ringbus, shared L3 cache makes it much better than Cascade Lake's mesh, L3 victim-cache for gaming
  • CPU options with iGPU (for quicksync or in case of dGPU failure)
  • Less heat output

If you want a CPU primarily for gaming, you will be disappointed by Cascade Lake-X's lackluster performance in comparison to Comet Lake-S due to its cache design. If you can (or need to) make use of the HEDT features listed, then it may be a viable option for you. If you would prefer the absolute highest gaming performance or don't want to spend so much money, Comet Lake-S is the better option.

I would also like to add that if you are considering Cascade Lake-X, I would also take a quick look at Skylake-X Refresh as there are some deals to be had on eBay at the moment. You will lose some L3 cache, DL Boost, and a bit of clockspeed, but they are sometimes better deals than Cascade Lake-X.

 

No matter which platform you choose, you should expect great performance in general.

If you're an overclocker and tinkerer then the 10920X represents a pretty decent option IMO. 5GHz all core achievable on most chips, plenty of PCI-E lanes for multiple GPUs, 12c/24t plenty for almost any workload, fairly epic memory bandwidth...rather power hungry though!

That's really not something we can answer without any info. 

Workload? And do you need to go with 2066? Because if you honestly don't know them you probably don't need it. 

HEDT 2066 chips offer more lanes and avx512 quad channel memory and it's an obviously more expensive platform.
