Wait for new gpu/cpu launches and get something from them (or buy used as others do their upgrades) We should have news on gpus this week

RAM and CPU, get yourself on Ryzen 3rd gen and get some 3600mhz or at worst some 3200mhz RAM. If you want to wait you can get a 4th gen Ryzen but no idea on pricing will be costly at first obviously

GPU would be a lot harder and the cheapest thing that he could find that would actually be better or equivalent to what he has would probably be a used 2070 or 2070 super from people upgrading to ampere but he already has a 5700XT so CPU and RAM would make more sense

I thnk you should upgrade the cpu or the gpu. The case is like top end you don't have to change it for like 2 more years, power supply could be changed to a 850 watt or even a 1000 watt. I thnk you are good with the other things you have unless you are in need of storage:)
