Everytime I start my PC after a full shut down I have to follow these steps 

 

1 remove power cable

2 remove cmos battery  

3 return power cable

4 start PC

 

Then rinse and repeat till it finally boots up and displays something 

I have purchased new batteries every few days

Try sleeping instead of shutting down?
