Cannot connect controller to my ps4 please help

Hello, Around 2 days ago my brother was turning on our ps4 when he accidentally unplugged the ps4 while it was booting up, It said that there had been a "serious error in the system software". After restarting the ps4 it put me into safe mode however now my ps4 controllers dont want to connect to the ps4, when I plug them in they start charging but when I try to connect it blinks white once or twice and then nothing. The same thing happens for both controllers and I've tried resetting both of them without success. I cant get onto troubleshooting my ps4 without being able to connect my controller first.
