Disk formatting is being troublesome

So I got a samsung 840 pro in the mail today to replace my current SSD. Trying to format it is not working out well. When I go into disk management and format it I left it for 3 hours and when I returned no progress. I've now been fiddling with it for 20 minutes with no progress in figuring out what to do. Help would be appreciated I could use a second opinion

Boot it off a cd or usb flash drive and format to NTFS. Sometimes windows can cause issues.
