Programming Pc please help

I bought Laptop 10 days ago.I have option to return it tomorrow and change for something else or get money back.

I could trade the laptop hp 15 series(580 euros) for Lenovo ideapad 3(500 euros)with new ryzen 4500u.

i would need upgrade any of this laptop since they both come with 8 gb ram(lenovo have 1x4gb soldered)

and lenovo is max 12 gb,Hp laptop 16 gb.

If i want to build desktop,could i build something better for under 600euros?

I dont need gpu,i need 256 or 512 ssd or even better nv.me ssd if its really that much better.

16gb ram minimum.

and support for dual monitors

i found some companys that sell prebuilt pc with ryzen 3400g,16gb ram 3000mhz,,512nv.me and 450mobo for 530 euros.

If anyone have and advice please say what i should do since i need to go first thing in te morning with laptop to return it.

I will be coding in Node.js,phyton and java(i just started learning with javascript)
