Reasonable spend on used machine

I am planning to buy laptop for my all works so that it will basically support me in future as well. I do basically development, research and ML/AI and programming works.
So, in case of choice and affordability and also considering some important facts, I am determined to buy one second hand or used. Because I am aiming at XPS 13 (non touch/IG) and Blade Stealth 13 (4k if possible/IG otherwise). Also for second hand/used machine because I want xps 13 9370/9380(i7/i5) or blade stealth 13 2017 (i7 8550u).

So, Please, Kindly, advice me, how much spending should be reasonable? Thanks in advance. I have still 1 year to go. so I have also planning for Blade stealth 2020 edition if luckily got one in budget range.

 

For all of your help, my budget is under 1000 - 1200 CAD. Thanks in advance.
