Head into BIOS, go the the Boot page and there's a section called Boot Priorities. You need to set the NVMe drive as Boot Drive #1.

I had it selected, but I reset to stock and did this again, and It didn't take. I had to enable csm, whatever that is... It seems to be working consecutively after that.

My issue is that I can't get the system to boot from nvme in the boot sequence.

I have installed and activated windows.  I had to update the bios on the motherboard to get it to display anything in the first place.  I can select the windows boot on the nvme from the boot section of the bios. It starts every time even with xmp enabled and unlocking the cpu. I am just missing out on something for it to boot from nvme.

hmmm.... Try checking if your nvme is correctly installed. and try if another nvme is working, cause if its working then your current nvme is broken, if both nvme are not working, then your motherboard might be having some issues, try booting through a sata ssd or a hdd, if that works then your motheboards nvme slot is broken

YES, I RUN RAID 1 OVER RAID 0

It is. It is recognized by the system and I can choose the windows boot from the boot section of the bios. The boot sequence just won't do it for me.  I have to manually select it every time.

Did you actually read the post or did you answer based off the thread title only?
