I replaced the cpu in my optiplex 3020 from a known good i5-4570 to an unknown i7-4790 from a friend.  It wouldn't boot, but all the fans came on and the hard drive and disk drive spun up.  when I switched back, it still wouldn't boot, same symptoms.  I realized that I didn't update the bios after some googling, but now it wont boot so I can't.  My motherboard is probably dead at this point, right?

 

1x2gb ram

1x4gb ram

seagate hard drive (500gb or 250, I have two)

igpu

255w power supply

The 4790 is devil's canyon, a special release after 4th gen which had boosted clocks and improved thermal interface.

 

However, I bet that optiplex doesn't support devil's canyon, so you should look up the support list. You're likely only able to get a 4770 in that bad boy.

 

As for not able to boot, you need to clear the cmos. You can unplug the PC and remove the cmos battery on the motherboard to do that, and leave it for a minute.
