Strange issue with Chrome

So me and my partner have been having this recent issue with Chrome and I can't figure out what is causing it.

 

Its hard to describe (I don't currently have a screenshot of it happening) but here goes.

 

Certain parts of Chrome do not display correctly, like menus etc. In the top right where the three dots are on my partners computer it doesn't load the menu, it only loads a empty black box. And on my computer I have this weird issue where if I got to download something and the file name is too long the download message at the bottom of my screen gets all squished up and I can't press "keep or discard" and I have to open up the downloads window in order to fix it. 

 

Both on fresh installs of Windows 10 build 2004 and using the newest version of Nvidia drivers, using a previous version of nvidia drivers does not appear to fix the issue. I have also tried disabling and enabling hardware acceleration in Chrome, no dice. 

 

The download issue for me isn't that big of a deal but the menu not working on my partners computer kind of prevents them from being able to make changes to Chrome.

CPU: Ryzen 7 5800X

GPU: Radeon RX 7900 XT 

RAM: 32GB 3600MHz

HDD: 1TB Sabrent NVMe -  WD 1TB Black - WD 2TB Green -  WD 4TB Blue

MB: Gigabyte  B550 Gaming X- RGB Disabled

PSU: Corsair RM850x 80 Plus Gold

Case: BeQuiet! Silent Base 801 Black

Cooler: Noctua NH-DH15

What's the specs of both devices?

My specs are in my sig and my partner has a GTX 1060. Both using Nvidia cards, I can't say for certain that its caused by Nvidia but its possible?

How is the pc running with only a GPU?

It's not? The rest of the specs are probably irrelevant. Ryzen 2600, 8GBs RAM... Especially since this appears to be graphics related in some way.

In these cases it’s mostly not the graphics at all, are you on SSD or HDD have you tried reinstalling?
