GPU Limited by Power

I have a gtx 1650 oc with amd 3500x new build. Every time i try to stream using obs. GPU core clock locks at 300mhz normally i would get 1400mhz+. I already checked any available solution through the net but failed to resolve this issue. Anyone had experience this? Even if i am not doing anything on my computer. It says perfcap reason "Power". Any idea how to fix this

Did you plug in the power connector from the PSU into the GPU? Check to make sure that is connected properly and completely. Try another PCI-e power connector from the PSU.

 

If none of that changes anything, or you don't have a power connector on that GPU, then you may be out of luck.
