Is there a way that I can take my game library from my desktop to a laptop (that I still haven't bought)? I feel the transfer would be better vs. being in the "middle of nowhere" kind of internet to DL all of it. mainly it will be just Halo MCC and WoW. so steam and Bliz. if there is a way that I can just transfer core files to a storage drive, then move them that would be awesome. And much faster than the internet that I have. If it's possible.

Just copy the games over, then do a download on your laptop.  Steam will find the existing files, and redownload any new files that have to be fresh.

Yeah just copying the files into the other steam installation works.  Worst case scenario, you just click to install the game, Steam finds files already in the folder and just checks to see if they're not corrupt and it will only download a few KB to a few MB of content.

 

Another option is to use the option "Backup and restore games..."  in the Steam menu .. you end up with archives of your game folders, optionally split into manageable sizes like 700 MB (cd)or 4.7 GB (dvd) ...  then on the other computer you can just click in steam to restore a particular game and Steam will unpack the game as if it's downloaded from Internet.
