SCreen render problem (white line) at the top

So As you can see by the images uploaded below you can KINDA see theres a white line at the top of my screen, which is a render problem, you can see the line good in images 1 and 3 but in nr 2 my phone took it only in bad quality, in the 4th image was me drawing a line of where the white line goes (I suck at making straight lines with my mouse) and ive had this render problem before, then my monitor stopped working, repaired it by paying like 20$ ( a L O T in my country) to a guy so he can fix it, he fixed it, used it for another month, the line is back there again

TO TAKE NOTE (IMPORTANT) This monitor is like 13 years old, and so is my pc, i had most problems with my pc stopping working or just not working properly but never my monitor, it was fine until now, So i just want to see if I can somehow fix this and stop my monitor from dying again (I'm going to ignore comments saying i have to buy a new monitor and pc, I do not have the money and it would take a year of working to get enough money for a pc thats like as good as a ps3) Anybody know about this/ have any info of how i should fix this?

If it's not visible in a screenshot it's likely a problem with the monitor. I'd replace it, I think it's something with the panel which you can't really fix.

Im broke af cant even buy a new but worse monitor than this one

Then either find some 2nd hand thing or just get used to the white line...

I can get used to it, the monitor is going to die in 1 month like it did last time the line appeared so thats why im asking for a fix
