What would be better for someone trying to start out gaming on PC with a budget of around $1,000-$1,500, a pre-built PC, buying all the components and building it myself, or just buying a laptop? I'm looking for something that can at least run something like Modern Warfare with mid graphics. I know I'm not gonna find a monster build that can run MW with 4k at 120FPS for that price, I just want something to start out with.

I would build it, it might look intimidating, but youll learn a lot and be really satisfied with yourself when you do it. Youll also get more for your money, you have a whole forum of people here to help. Good luck.

It might be worth taking the plunge and building your own P.C.  That's the best way to get the most for your money.

There should be forum members who can give you a list of recommended, well-matched hardware for your budget. If they don't do so in this thread it might be worth posting a "build me a PC" thread asking for a recommended build for your budget.

As long as you don’t need the portability of a laptop, build your own. Even including monitor, keyboard, headset, and monitor, it will be worth it over the other options. If possible wait a few months before building because new Nvidia GPUs are releasing in a few weeks and new Intel CPUs and amd GPUs and CPUs later this year.

I am far from an expert in this so please correct me if I’m wrong.

Thanks man, I'll see if maybe I can get some help finding the right components for the right price, I've always wanted to build my own PC but I was always scared I might screw something up and have to re-purchase it or something like that, but I'll use some guides online and videos to help make sure I hopefully get everything right. Much appreciated man!

You could post a thread here asking the members to spec out the best build for your budget. They'd be glad to do it and it'd save you a lot of time and probably get you the best possible build for your bucks.
