i think that the 1660s would be the best option since the rx 5600 xt is 100e more expensive here in lithuania. Also monitor needs to be included, thank you!

That has all the same specs but a higher wattage. The reason for this is that it might save you money down the line, so if you move your power supply to another build or upgrade your parts much, you will have plenty of watts to work with.

FreeSync is in fact an AMD feature. I'm not sure about that particular monitor, but some are also "G-Sync Compatible", so that you can take advantage of the variable refresh rate with an Nvidia GPU as well.

Pretty much, though if you can stretch your budget a little further you should be able to fit a 5600XT Red Dragon or Pulse in there, which would offer a nice performance bump over the 1660S.
