Just wipe it off with a cotton swab and some alcohol. Depending on the paste it's probably electrically conductive, so it might make unintended contacts which could be catastrophic.

If it looks ugly yes, but it won't affect your PC performance.

 

I am pretty sure LTT did a video on this, where he emptied an entire thermal compound syringe on the CPU to the point it seeped all over the board and lo and behold the PC worked fine.
