Weird lag/stuttering (please help)

I've been getting this weird lag or whatever it is since November or December of 2019. I have no idea what to do and I'm just tired of having this issue. Here are examples of my issue on CS:GO. Keep in mind that I get this issue when I play any game (CS:GO, Minecraft, GTA V, Valorant, Overwatch) and it also happens when I play skribbl.io with friends.

In these CS:GO example, you can look at my net_graph and clearly see that my game is not frozen because I can look around and my FPS is very high. Adding to that, my ping doesn't spike or anything and my SV / Packet Loss seems to be looking pretty normal so I didn't see anything wrong on my end. Also I can still hear people that talk in game or in teamspeak/discord and that just indicates that I'm not being disconnected from my network.

 

Here's everything I've done to try to fix this issue:

- Updated Drivers

- Reinstalled network drivers

- Updated firmware on my router

- Updated BIOS

- Ran Memtest86 and got 0 errors on my memory

- Underclocked my CPU, GPU, and RAM

- Overclocked GPU and CPU

- Ran chkdsk

- Contacted steam support and was told that there is nothing wrong with my game based off crash logs/dump files

- Fully reset my PC w/ fresh install of Windows 10

Any suggestions on how to fix this? I've posted on a couple other forums too and I've gotten a few replies but none that have helped me fix this problem.
