Hello my friend wants a new PC he is not super PC building savvy so im doing it for him i am kinda unsure what parts to use in this build because he is under a budjet and he wants to do some visual design and photo editing on this pc. 

a few notes.

he wants a monitor over 20 inch. would love a curved screen but is not too important

would love an RGB cooler water or air doesnt care.

i would love for some suggestions around what parts to choose

the parts i have attached are over the price goal and need to be changed i am having a hard time finding out what to replace

don't know if you support this but "china" licenses from ebay and other sites are 70-80% cheaper than buying windows from microsoft.

does he have a headset or does he want to play games with the two speakers?

Anything i've written between the * and * is not meant to be taken seriously.

keep in mind that helping with problems is hard if you aren't specific and detailed.

i'm also not a professional, (yet) so make sure to personally verify important information as i could be wrong.

he has a headset but he also wants the speakers

That case is not the greatest airflow wise.

That SSD is dram-less which is not great. Its worth the little bit more for a ssd with dram cache.

The Pro-VDH Max is significantly better than the B450 Pro4, the H18 has fine airflow.

That tier list sucks but I agree. The Pro-VDH Max has a single high side SM4337 per phase and 8 SM4503s, two per phase. It is the same VRM as the Mortar Max without the two high sides per phase. Honestly a much better solution than the Pro4.
