Pc booting issues

this is my pc every time it boots up.

 

Had to shorten the video due to file size but from starting takes around 25 seconds to boot from ssd and the fans always flicker/turn off before pc boots up.

 

Aorus 570x elite 

3600 cpu

Powecooler 5700xt 

Cooler master cooler x2 fans

4 x fans, 1 of which is in a adapter
