Friend's new PC not working.

He got a new Ryzen 3000 cpu with a B450 ATX ASUS motherboard.

 

When trying to turn on only the RGB glows. No fans spin, no splash screen on display.

First thing I suspected was the bios, but his MB box says Ryzen 3000 ready.

I haven't farted around with it yet, but he has 2 sticks of RAM which he claims he's pretty certain are in the right slot because he says the slots are labelled and it says in the manual.

He's tried re-seating the CPU.

 

Any ideas?

Short out the pin to see if it turns on, a lot of the time the front panel isn’t on correctly respond if u need me to send u a video of how
