No, you're stuck with the encoder that is physically on the GPU. The best thing that could improve it would be driver updates.

If you're not going for super high quality though it should be alright. Either that or go with x264, if your CPU can keep up.

Depends on how CPU intensive the game you're simultaneously playing is. I think 8C/16T CPUs are more appropriate for x264 encoding while streaming though.

I'd try doing some test streams with x264, using different quality presets. Keep your eyes on performance, dropped frames, as well as the quality of the stream itself. If you need to drop down to a preset that's not a whole lot better in terms of quality than when streaming with AMD VCE, then it's not worth it imo.
