issue CPU cannot boot under 3300mhz

I have a Ryzen 3 1200 and for about 5 months i can only boot into windows 10 if the frequency was above 3300mhz below that i would always get a BSoD at boot up. Is there any way i can get back to 3100mhz because everyday i get

at least 1 BSoD when playing games randomly and it is really starting to piss me off

 

 

CPU : Ryzen 3 1200 Stock air cooler

GPU : Nvidia GTX 1050 3gb

Ram : HyperX Fury Black 16GB (2x8GB) DDR4 2666

Mobo : ASUS PRIME B450M-K

PSU : SilverStone SST-SX500-LG

HDD : WD Blue 1TB

I have the same motherboard 2x and with both motherboards same issue
