External HDDs freezing PC

I have a 10TB external HDD and two others at lower capacities. Sometimes (not all the time!) when I try to access those HDDs, my entire PC freezes for upwards of 10 secs. Is this normal?

 

Also, when I look at Task Manager, when said freeze happens, the Disk Usage shows maxed out at 100% for that entire 10 sec period for the HDD I'm trying to access
