So, because where i live my home is always full of dust and i need to clean it constantly and so my PC, so i was thinking the other day, is there any option to build a fully watercooled PC and somehow put the radiator outside and have the case completely close or sealed with no air moving from outside to inside so i can keep the dust outside?

Sure. Lots of people accomplished similar things. DIY perks on YT has a pretty cool 1. You probably won't copy everything he does, but it'll give you a good base line.

At me or quote me, I want to hear your opinion.

Hopefully anything I say is factually correct. Sorry for any mistakes in advanced.

Welcome to the forums!

You would still have incidental heat from some components radiating outwards from the VRM, and such so you would need to have a way to couple them to a heatpipe or heatsink externally to the case for passive cooling. If you have a dusty environment adding in fan filters and configuring you setup for positive air pressure is the best option.

Yes.

Build a sealed case. You'll need to run your water loop to a external radiator.

Ull also need a small secondary loop. 2 rads 120mm is fine, put one inside the case and one outside, this will be to ensure the internal case temps dont gradually rise.

Alternatively build a chillbox. Same concept except you use a single 'chilled' waterloop (using a chiller), the loop will always be sub ambient so u can use that same loop to chill the internal case temp, this also helps lower the due point so u dont have to worry about condensation when running sub ambient temps. The case u build will need to be insulated for best results.
