I know this is a beaten up topic, but no resolution has been found so far. Posts were years old and didn't want to bump them.

So im running a PowerColor Red Devil RX 5700 XT, Adrenalin 20.7.2 and the latest chipset drivers.

Im streaming with Streamlabs, but my GPU is staying solid on 780MHz while playing and streaming at the same time. HWInfo follows the same line showing slight fluctuations between 800MHz and 770MHz, which are my Idle clocks.

This causes low FPS in-game

Tried changing power plan between AMD's Balanced and Windows' High Performance, no luck.

Is this happening only in Rust? Other games are unaffected?

what cpu and RAM?

how are the temps like?

I got the low clocks issue fixed, but utilization fell from 50% to less than 25%

Only one of my CPU cores sometimes hits above 50%, but comes down fast. Runs stable 50 degrees celsius. GPU same. Never hits above 60

Im running Ryzen 5 1600X, HyperX Fury 2666MHz 16-18-18-39

Yep, currently playing Rust while typing this. Low clock issue solved but still have a utilization issue.

try using DDU and reinstall the graphics driver from AMD's site

I just did that yesterday, I was previously running 20.7.1. But I guess I can do it again.

how did u solve the low clock issue?

also AMD balanced power mode is fine

I think I turned on Windows' High Performance mode, turned off FreeSync and rebooted.

Forgot to turn off FreeSync, since for some reason it re-enables itself on every driver install.

Ill do some testing on other games.

V-sync is off by default and I checked that its off. Warzone is working fine. Trying Rust again.

if nothing else works then it's probably just badly coded game

it's not too uncommon these days

Well the creator of this game is infamous for his bad optimization. Its just weird considering the game could use way more of my GPU (it even recommends a GTX 980)

Having lower FPS is better than having crazy stutters. Also my FPS gets progressively worse the more I play.
