Pc not posting to screen

Hi guys, I'm having a problem w my custom, 1yr old pc.
The other day, I went to turn my pc on and the led lights on the fans turned on, and the fans themselves span, although the GPU fans turn on, then off in short intervals. When I turn on the pc, the monitor recognises something, as the amber idle light turns green, but then goes back to amber after a minute(therefore not cable issue). This is what I've tried so far:
1- reset CMOS, did nothing
2- drained the capacitors, by leaving the pc for 1 hour disconnect from power, then holding the power on button for 2 mins, did nothing
3- I bought a new CMOS battery, had no different affect
So guys at this point idk what the problem is, any help is appreciated!

Have you tried re-seating the gpu and the power cable? Apart from that testing the gpu in another pc would be a good step if you have the possibility to do so.
