Does Android USB tethering to laptop use the same WiFi adapter card?

The same as what? It uses the phone's wifi adapter.

Is there any speed limit if we use USB tethering?

Depends on the speed of your wifi connection and the USB port. If you use usb 3.0 then no.

In theory yeah, sure. Obviously it depends on the actual speed you get from the nearest cell tower.

In theory yes, though you would likely be limited by a few factors, a) network congestion and priority of your connection, b) interference, c) the speed of your modem, d) the standards of the connections .

Yes basically your phone is using it's wifi or mobile connection to connect to the internet and then routing it through your USB connection as an Ethernet connection, and your computer then recognizes it as an ethernet connection not unlike those USB Ethernet adapter or how you can attach a WiFi card to your computer via USB.
