GPU vs CPU Bottleneck/Throttling

I've recently built a gaming rig consisting of

CPU: Ryzen 7 3700x

GPU: Xlr8 RTX 2080 ti

Mobo: MSI b450 gaming plus.

RAM: 16GB 3200mhz DDR4

before this my setup was pretty bad. i had a 1080 but i was playing on DDR3 memory. i got everything setup and running but noticed when i play heavy games such as Warzone my pc throttles every 4-5 min for a second. 

FPS is pretty high. When restarting the pc it fixes the problem for like 30 min then it starts throttling again. i am not sure whether its from the CPU or GPU but they're both more than enough as far as i know. i'm not streaming or anything just connected to two monitors. Max use is when i game on one monitor and use the other one for youtube or netflix. how can i identify the problem and fix it???

Most likely overheating and throttling of one of the components. Check the temperature of the parts when the fps starts to tank. 

Im with the mentaility of "IF IM NOT SURE IF ITS ENOUGH COOLING, GO OVERKILL"

PSU             : Thermaltake Lite power 550W (Gonna change soon as i dont trust this)

CASE FANS       : Mix of ID cooling fans, Corsair fans and Rakk Ounos (planned change to ID Cooling)
DISPLAY         : SpectrePro XTNS24 144hz Curved VA panel
MOUSE           : Logitech G603 Lightspeed
KEYBOARD        : Rakk Lam Ang

HEADSET         : Plantronics RIG 500HD

Kingston Hyper X Stinger

 

and a whole lot of LED everywhere(behind the monitor, behind the desk, behind the shelf of the PC mount and inside the case)
