Thank you for the additional information @Quackwich, the dust may be the issue or the fan bearing, try disconnecting that that fan/s and checking if that stops the noise, if it is the issue (the noise stops after disconnecting the fan/s) then the fan/s will need to be cleaned out and repaired or more practically replaced.

 

My PC rumbles on start-up and sometimes randomly throughout use, even when it isn't on load.

 

I have cleaned out all the fans and dust covers and the rumbling still persists. I've also set the fans to the silent profile in my BIOS settings, but to no avail. The PC performs fine.

 

I think it might be the PSU causing the rumbling.

I can literally see your CPU fan wires touching the fan itself.

It isn't touching the fan. Also, doesn't explain why the rumbling will stop all of a sudden.

Try blowing it out with compressed air, if that fails then most likely the fan is going to need a replacement of either the same size (I am guessing 120mm) or another fan configuration supported by your case.

Tried blowing it out with compressed air but to no avail. Taking it down to my local PC builder to get the fans replaced for free since its under warranty.
