Haven't done a build in a such a very long time. was given old Pavilion case and decided to do a sleeper build. i did remove some things out and cut some metal from front side of the case to mount the fan. its not the cleanest look inside the case, for the room that im working with its not bad, i know it can be better. Just wanted start using see how she handles  I am still looking to do a little more, so any idea's list them

Motherboard: B450m-DS3H

CPU: Ryzen 5 3600

GPU: PNY XLR8 1660 6GB

RAM: G.Skill

PSU: 650 Watt

That case doesn't scream old.

Try a IBM case from the 90's.

Cable management is tricky in those cases - no cutouts etc make it a nightmare. But, you can tidy it up visually if you get some cable sleeve like this: https://www.amazon.co.uk/Meters-8mm-BRAIDED-SLEEVING-EXPANDABLE/dp/B00LBEMPKM

Then use heat-shrink tubing at each end to finish it off. You can use double-sided velcro or cable-ties, but IMO a heat-shrink option looks nicer. That way, even though the cables aren't hidden, they at least look better.
Like the fan resistor you have:

Try and group cables that have similar runs. That fan cable going across the middle could use an extension, so you can route it around behind the side-panel mounting-lip, like one of these 3 routes:

Not sure why you have 2 fan hubs? Either ditch the one just hanging, or cable-tie it to the almost ideally sized grill behind it.
The CPU 8-pin cable could also be routed up in front of the psu. You could then have it go down behind the lip with the new fan cable routing and under the rear fan to the motherboard. Would likely need an extension, but would look nicer.
To hold it in place, you could use one or two of the "tabs" on the side-panel lip, and zip-tie over them if you bend then inward slightly, as they are not all necessary. Like this:

Suggested tabs to bend inward (slightly!) are the yellow arrows. Red is the 8-pin cable route. An alternative route might be down the left edge of the motherboard, past the RAM and then along the bottom, though there is nothing to secure it with there. Could stuff it partially under the board?

I love those suggestions! i will definitely look into the sleeves, 

as the fans they are not fan 2 hubs, the Motherboard only comes with 2 fan headers! so thats a fan hub and the other is RGB Hub. i been looking at this for a couple of days and your diagrams and pointers is what i needed so i will be doing this tomorrow for some those suggestions.. and the ugly fan is only being there for a little awhile until i get a new one, as that is original fan that came with case and is little loud the normal.

Ah, RGB... my natural enemy, I didn't recognise it... I'm slipping... ;)

Yeah, replacing the stock fan is a good idea - doesn't even have to be anything special, as pretty much anything you buy after-market is going to be nicer!
I'm about to do a "sort of sleeper" myself, with an old dual-socket Xeon SB5500 board in a cheap nasty case, with water cooling, just "because". :D

It may not be pretty ;) 

Last thought - the beige front panel cables for USB/Audio could be put behind the motherboard, and just have them pop up right next to the headers. It looks like they could be 90% hidden, coming from behind the 5.25" bays, or even along the top back of the case, and down behind the PSU?

Tried! those cables are literally long enough just to be connected like that. that's where those sleeves will come in handy and make it like unison. i kept it so i can have some front I/Os, but i plan to rip it out and replace it with this
