well neither of those processors are 8c/8t

what are your workloads?

would you be willing to consider AMD Ryzen?

it offers much better performance, more cores and threads (SMT) for a much cheaper price than most of its intel counterparts

what game is it that youre talking about?

generally, games dont list specifications in cores and threads, but list a cpu as its minimum requirement

what is your budget for cpu and motherboard together?

well for gaming the 9400f would be your better bet, even though the 10100 is newer. however, the 9th gen intel platform on z390 motherboards is dead, and 10th gen intel on z490 is overpriced. moreover, intel doesnt offer as much value as ryzen does. i would say get neither of these cpus. buy ryzen

what are the specs you have selected(gpu, psu, etc.) what country are you buying in?

h410 has its own limitations, your ram speed is locked, with now way to unlock it, and the list goes on.

b450 is a chipset for AMD cpus. it is cheaper, and the cpus are cheaper as well. you will have more money to spend on the rest of your system

what i meant was, can you show me the parts you have selevted, including cpu, motherboard, gpu, psu, case and storage so i can suggest any replacements, or an alternative AMD build?

I5 9400f, H310 / b360/b365 , 8gb ram,  450 watt corsair,  gtx 1650 4gb, a gamemax casing, 1tb hdd / 500 gb ssd .

Or i will buy i 3 10100 and b460 after release

if you were to go AMD, you could probably get a 1650 super with a better power supply and 16 gb of ram.
