I have been having weird fps issues while playing GTA V on my new machine: Ryzen 3 2200g, 12GB RAM which is being replaced for not the most bottom of the barrel garbagio, 128gb ssd, 250gb hdd, 500gb hdd [GTA installed on the 500gb hdd], and an R9 Fury. With that level of hardware I shouldn't be running at less than 40 fps while looking at los santos at night and having frame times UPWARDS OF 20MS. My CPU is pinned at 100% and my gpu is having it's usage bounce up and down all over the place. Star Citizen (haha yes I know shut up) ran at like 1 fps and kept crashing. Watch Dogs also haves some issues where it will freeze while loading in something new for about 3 seconds. Other games I've played don't have these issues so I have no idea what the actual fuck is going on. Help would be appreciated. 

Edit: I should mention my laptop with an i5 7300hq, gtx 1050 4gb, and 16gb ram with a 512gb 660p runs gta v just fine; i.e consistently not at maximum cpu usage. It just doesn't run GTA as well is all (usually around the 50fps or so range)
