New PC Build.. Problems

Hello, this is my first time building a pc, ive RTFM and following a ton of guides. Ive assembled my pc, and it wont boot. Shows no LED indicators or anything, only LED's that show are on my graphics card near the supplementary power connectors and near the cpu (only when the cpu power isnt plugged in) other than those things the pc shows no sign of getting power. Ive replaced the power supply thinking it may be it, as it didnt even spin up. But ive tested it with the new one, and it still doesnt boot. Does this mean my motherboard is dead?

We definitely are going to need more info to be able to help. Also, many PSU's have "silent mode" where the fan doesn't turn on until the PSU is under load, so depending on the PSU, that may be totally normal behavior.

Storage: 1TB Samsung 970 EVO Plus / 2x2TB Seagate Barracuda
Case: Fractal Design Meshify S2 Black Dark Tint Tempered Glass
Power supply: EVGA SuperNOVA 850 GA (Swapped to)  Corsair RM850 80+GOLD

I've swapped out the powersupply, ive tried just getting the motherboard to get power, so it was the only thing powered by the PSU.
Ive tried powering the whole motherboard (cpu and board power) only and nothing else.
Only time i get any sign of "power" is when the GPU is hooked up and the cpu is disconneted. The LEDS on both light up with RED(CPU) and/or Flashing White/Red (GPU)

Clear the cmos one good time?

Power off PSU.

Pull battery. 10 minutes.

Jump.cmos pins minimum 10 seconds.

Install battery, turn on PSU and try again.

First post may take up to 120 seconds. 3mins.
